DRL Combatting Descent-based Slavery in the Sahel Region of West Africa - United States Department
DRL Combatting Descent-based Slavery in the Sahel Region of West Africa
The U. S. Department of State's Bureau of Democracy, Human Rights, and Labor (DRL) announces an open call for organizations interested in the elimination of descent-based slavery and discrimination against enslaved and formerly enslaved people in the Sahel region of West Africa. Two projects will be awarded: one project in Mauritania alone and one regional project focusing on two or more countries in the Sahel region of West Africa. If you are applying for both, please submit two separate applications.
While many West African countries have legally abolished slavery, slavery continues in some countries in various forms, including indentured servitude. This type of slavery persists because victims are born into low social castes and, with the caste demotion of their parents, automatically become the property of their "masters." They then suffer social exclusion and discrimination. Furthermore, these people have extreme difficulty finding employment once their freedom is granted. Some significant progress has been made to dismantle descent-based slavery and hold offenders accountable. For example, in Mali in 2023, 32 defendants were found guilty of multiple felonies (including assault and other crimes) in three separate cases related to amakudari-based slavery. This marks the first time in Mali's history that a special court has been organized to hear cases related to bonded labor. Similarly, in Niger in 2023, the Economic Community of West African States (ECOWAS) ordered the state to pay compensation to 260 citizens who were evicted by their former enslaved landlords. The court's ruling marked a major turning point in the fight against deep-rooted discriminatory practices. Despite its recent nature, the court's decision marked an important step in the right direction.
I. Combating Slavery in Mauritania Total Upper Limit Funding: 1, 000.
Mauritania is the most slavery in West Africa. In Mauritania, slavery is illegal, but slavery based on pedigree remains. In addition, discrimination based on ethnic groups and caste for slaves and formerly slaves are widespread. Slaves and once slaves are still weak and stigmatized. The discrimination and stigma faced by the slave victims based on the origin leads to extreme social dependence, creating a vicious cycle that continues to compare. Even if you can gain freedom, there is almost no replacement work or livelihood opportunity.
Against this background, DRL abolishes offspring slavery and promotes the complete economic, legal, and social integration of those who have been slaves and once slaves. We are looking for proposals focusing on the dollar project. This includes focusing on livelihood support, legal support, acquisition of ID cards, awarenes s-based awareness of rights, organizations of informal sector workers to realize better wages and working conditions, slaves. In addition to the provision of psychological and social services to the converted people and once slavery, it includes a wide range of advocacy activities and further strengthening of organizations that support this group, but not limited to these. 。 The program should work on the extreme economic and social dependence that leads to continuous slavery, and institutional discrimination based on races, ethnic, skin color, pedigree, ancestors, occupations, and / or cultural heritage. be. The basic principles of the proposed projects should be the freedom and collective behavior of association to secure the respect and compliance of basic labor. The project should be based on the remarkable conviction of the ant i-slavery court in December 2023 about the crime based on the 2015 Slave Prohibition Law in Mauritania, supporting more prosecutions and aiming to fight with slaves. 。 < SPAN> Mauritania is the most slavery in West Africa. II. Struggle with slavery based on descendants in the Sahel area of West Africa. DRL aims to fight hereditary slaves and discrimination in the Saahel area of West Africa as a whole, for slaves and once slaves. There is a certain progress in the struggle with slavery based on descendants, such as Niger and trials in Mari. But what to do is still left. Mali has no laws to clearly prohibit slavery, and the children who were once slaves throughout Niger have a shortage of birth certificates to enroll in schools, and in Mauritania, slaves and once. A woman who has been slaves is sacrificing harassment and violence. Regional projects aim to focus on the economic, legal, and social intervention of each country, and at the same time, to be able to apply lessons beyond the country.
- Therefore, DRL has contributed $ 1 million to abolish hereditary slav e-based practices in at least two countries in the Sahel area in West Africa, and to promote the economic, legal, and social integration of slaves and former slaves. We are looking for local project proposals. Similar to Module I, the basic principles of the proposed project must be the freedom and collective action of association to secure the respect and compliance of basic labor. In addition, proposed projects must benefit groups that have been alienated from the society affected by slavery practices, and have spread slavery and inheritance slaves in the Sahel area in West Africa. Only the country in it should be included.
- All projects proposed under section I and II should aim to achieve the following purposes:
- Contains government officials and traditional / regional leaders, but not limited to this, will be able to establish or enforce ant i-discrimination policies.
- The larger regional community, which has permanent stigma of slavery based on offspring, is working hard to integrate slaves and former slaves into economic, legal, and society.
Ogla and legal experts provide effective legal support to victims of discrimination based on slavery and slavery, and are responsible for slavery owners.
- The slave community can effectively use life skills, opportunities, and social services.
- All projects proposed under Part I and II Parts should be designed to achieve the following results, but not limited to these:
- Providers of legal, basic government, and social services will be more accessible, particularly to survivors of slavery and slavery-based discrimination.
Survivors of slavery and slavery-based discrimination will have independent, diversified, and sustainable sources of income.
- Legal priorities and research momentum will continue to grow, advancing justice for survivors of slavery.
- Competing projects for both calls must also:
- Demonstrate a meaningful understanding of the issues, context, local sensitivities, and stakeholders involved in slavery-based bondage patterns;
- Demonstrate knowledge of existing programs that target or intersect with the issue of bonded labor-based slavery;
- Explain how the proposed project will learn from and build on existing bonded labor-based slavery efforts;
- Demonstrate appropriate staffing and how the proposed project will be implemented separately from related concurrent programs;
- Document identified cases of slavery and track legal action follow-up of the cases;
- Clearly define the roles and responsibilities of the proposed group, including partnerships and/or subcontracting with local civil society organizations, and letters of commitment;
Describe existing relationships and networks that will be used to facilitate the proposed activities.
Do not include direct support to governments.
All projects should aim to have a transformative impact and have the potential to be sustainable beyond DRL's resources. DRL prioritizes avoiding duplication of past efforts by supporting new and creative approaches. However, this does not preclude from consideration projects that improve or expand existing successful projects in new and complementary ways.
DRL is committed to promoting equality and supporting underrepresented and marginalized people. In accordance with the Executive Order to Promote Racial Equality and Underrepresented Communities, programs should implement strategies to integrate and include individuals/organizations/beneficiaries who can bring perspectives based on religion, sex, disability, race, ethnicity, sexual orientation, gender identity, gender expression, national origin, age, genetic information, marital status, parental status, pregnancy, political affiliation, or marginalized status. Religion, sex, disability, race, ethnicity, sexual orientation, gender identity, gender expression, gender characteristics, national origin, age, genetic information, marital status, parental status, pregnancy, political affiliation, or veteran status. Programs should be demand-driven and community-driven to the extent possible.
The DRL is indiscriminately seeking in all programs, and the implementers are the color, skin color, religion, gender, gender, sexual expression, sexual orientation, pregnancy, nationality, age, and genetic information. We hope to include a strategy to avoid discriminatory individuals / organizations / beneficiaries based on the presence or absence of a spouse, the presence or absence of a spouse, the presence or absence of a spouse, the political affiliation, and the presence or absence of a veteran.
