State by State Analysis
Alabama-Alabama Law §15-8-150 is a crime for gambling with minors.

Despite the apparent infringement on freedom of speech, this law was overturned by the United States Supreme Court in Posadas de Puerto Rico Assoc. 2d 266, 106 S. Ct. 2968 (1986).
Bingo: Puerto Rico Law Title 15 §71 makes bingo comparable to other gambling games such as roulette, craps, and cards, and therefore subject to the 18-year-old restriction of §77.
Rhode Island - The Rhode Island Lottery operates in-game video terminals.
Lottery: "18 No person under the age of 18 may play a lottery video authorized by this chapter, and no licensed video retailer shall knowingly permit a minor to play a video tape machine or knowingly allow a minor to make payments in connection with a video credit violation. Lottery tickets may not be sold to persons under 18, but adults may give tickets as gifts to minors. Lottery agents must be 21 years of age or older. Rhode Island General Laws § 42-61. 2-5, 11-19-32 and 42-61-9.

South Carolina - South Carolina inadvertently legalized video gaming machines with no rate limit through a series of bizarre statutes and court decisions. In 1988, grocery store owner Terry Blackmon was indicted for paying players free rerolls they won on his store's video poker machines. The state Supreme Court ruled that a poorly worded anti-slots law had actually legalized the machines; the legislature had excluded "non-paying coin-operated machines with free-to-play features." The court found that video gaming machines were legal as long as the machines themselves did not dispense money. But the court later ruled that an even older statute allowed losers to sue and get their money back. In June 1993, the state legislature enacted a new law in an attempt to make it clear that at least some of these "video gaming machines" were legal as long as they were approved by local voters and paid out less than $125 a day. However, state supreme courts continue to issue conflicting rulings against video poker, which remain pending. In the most recent case, the court ruled 3-2 that not all video games are created equal. The majority reading of South Carolina law states that video poker machines are illegal.
South Dakota - South Dakota was one of the first states to allow its state lottery to install video terminals and non-coin-in slot machines. The state also allows full-scale, low-stakes casinos in Deadwood and on Indian Lands.
Lottery: Lottery tickets cannot be sold to anyone under the age of 18. However, to play at a video lottery terminal, players must be at least 21 years old. South Dakota Codified Laws §42-7A-13, 42-7A-32, 42-7A-44 and 42-7A-48.
Pari-Mutuel Betting Horse Racing: South Dakota Codified Laws §42-7-76 prohibits racetrack licensees from allowing persons under 18 to place bets on horse races.
Casinos: Participation in casino games is restricted to players 21 years of age or older. See South Dakota Codified Laws §42-7B-35, 42-7B-4 and 42-7B-25.
Pari-mutuel wagering: Tennessee had legalized horse racing, but the statute had a sunset clause that expired before any racetracks were licensed or built. Age restrictions were clearly stated: Code §4-36-310 states in full, "No person under the age of 18 years may place a wager on any race event."
