In Korea, casino-based integrated resort development has just begun, and related research has not been actively conducted. Existing research is on general resorts, and research on casino-based integrated resorts is in its early stages.
2.1.2. Current Status of Foreign and Domestic Integrated Resorts
One of the characteristics of resort integrated development is large-scale development. Therefore, the proposal of "sustainable development" must always be taken into consideration. The development of an integrated resort centered on a casino is by no means an open issue, both from a social and legal perspective and from the perspective of local residents. There are always problems in the planning, progress, and operation of exhibition development projects, and sustainable development is very important.
This study is expected to clarify the details of the IR development project and provide opportunities for public participation, which will help build trust in related policies. In addition, by clarifying the important factors for gaining the support of local residents, it can provide objective decision-making guidelines not only for policy makers planning the development of integrated resorts, but also for public and private operators who are planning to proceed with IR development projects. This study will also contribute to the sustainability of integrated resorts built in Korea.
The spatial scope of this study is limited to Yeongjong Island, located in Incheon Metropolitan City, where integrated casino-based resorts are in operation or under construction.
This study uses two methods. The first method is an indicator extraction process through previous research, in which factors related to local support are extracted and the validity of the factors is verified by conducting a group interview (FGI) with experts. After that, a questionnaire survey using the AHP (Analytic Hierarchy Process) model is conducted to determine the importance of factors from the perspective of IR development experts and local residents, derive the results, and analyze the differences.
The term "resort" began to be used in Yongpyong, Korea, and when the casino resorts of Marina Bay Sands and Resorts World Sentosa were developed in 2010, the Singaporean government began to call them integrated resorts. Since then, the term integrated resort has become generalized and is widely used both domestically and internationally.[6]Different countries call resorts differently. Japan calls them integrated resorts, Australia calls them integrated tourism resorts (ITRs), and the Philippines calls them entertainment cities.[7]
Recently, there has been a growing tendency among Koreans to recognize that casinos are included in integrated resorts, even if they are not specifically mentioned.
In this study, the concept of an integrated resort is defined as an integrated facility that includes accommodation facilities, including casinos, conference facilities, related amusement parks and shops, and has some connectivity with surrounding tourist destinations.
Currently, three integrated resorts are under construction on Yeongjong Island in Incheon Metropolitan City.
The first is Inspire Integrated Resort, located to the left of Incheon International Airport, and is being constructed by Mohegan Gaming & Entertainment (MGE). As of late October 2019, MGE signed a contract with Hanwha E& amp; C, and full-scale construction is scheduled to begin in 2020, with the resort opening in stages.[8]
The second is RFCZ Korea (Guangzhou R& amp; F Properties, Caesars), located in Midan City. As of the end of October 2019, the underground structural work has been completed and underground construction is underway. Interior construction will begin soon.[9]

MGM Resorts International began operating casinos in 1969, and opened a casino in Atlantic City with the establishment of the MGM Grand Hotel and Casino in Las Vegas, becoming the largest IR company in the United States. MGM Resorts operates nine IRs on the Las Vegas Strip, including Bellagio, MGM Grand Las Vegas, and Mandalay Bay.[42, 43, 44]
Caesars Entertainment is the world's oldest casino company, and has grown into a world-renowned IR company since it began operations in 1937 with the opening of Harrah's Bingo Club in Reno, Nevada. However, their study was limited because they did not consider the characteristics of urban areas and did not use diverse data collection methods such as data by housing type.
Han Seung-Hoon and Shin Dong-Ju[58] conducted a study on the structural relationship between attachment to the area, development satisfaction, and development in southern Gangwon-do residents. Jang Yoon-Hee and Yoon Sun-Young[59] conducted a study on the perceptions and attitudes of local residents toward the development of the Suwon Convention Center among residents of Gwanggyeong New Town. The results showed that social and cultural influences were the highest among local residents' perceptions of the development of the convention center, and economic influences were also very high. In addition, it was shown that environmental influences were the lowest, and socio-cultural and economic influences had a significant impact on local residents' attitudes toward the development. The limitation of their study was that some variables such as the economic power, occupation, income, and knowledge level of local residents were omitted, weakening the verification of social exchange theory.
3. Analysis Framework

The expert group consisted of two experts on integrated resorts in Japan and three experts on integrated resorts in Korea.
