Vegas and the Virus
We started this ongoing blog last March, and have been reporting on the impact of the Covid-19 pandemic in Las Vegas for 14 months. As we follow this blog, the trajectory of a rapid recovery over the past few weeks is clear, and from all angles, we can say that the shutdown is over.
All casinos, at least most of them, are expected to be at 100% capacity by June 1. The removal of protocols and plexiglass dividers has all but disappeared. Masks are no longer required for vaccinated people, and the percentage of maskless patrons in casinos and bars is increasing day by day. Buffets are coming back. Contracts are filling up. Numbers are high across the board. We are not saying that the Covid-19 crisis is over. Far from it. But Las Vegas' return from a complete shutdown is now so much more of a norm of progress than an exception.
As such, we do not believe that such blog updates are necessary any more. Of course, we will continue to post details about the return of amenities and new policies as we go along. As for this blog, we believe that we have condemned this situation from beginning to end better and more firmly than anywhere else, but all bad things must come to an end. We are announcing that we will be suspending our blog until further notice. Let's hope that notice never comes.

The Clark County Commission voted unanimously to lift almost all pandemic-related restrictions in Las Vegas effective June 1 (including fitness restrictions, rules on donning and doffing masks). UPDATE 3/24 - Emerging from the Pandemic
Things are moving fast, as increased capacity and the accidental collision of March Madness suddenly make Las Vegas look like Las Vegas again. Sportsbooks were full over the weekend, but not as visible as we expected. Overall, it was a welcome return of crowds.
Wynn Resorts announced that Encore will be fully open on April 8. The hotel and casino will be open full time; however, restaurants and spas will have modified hours. Regal, the city's largest movie theater group, announced it will reopen its movie theaters starting in April, including the one on the Station Casino site. Also, on April 1, the giant 150-foot replica of the Mantis in front of the Downtown Container Park will return. After a year of hibernation due to COVID, the Mantis will be bobbing up and down in the evenings from Thursday to Sunday, spewing fire.
Some casinos and bars have relaxed their security protocols slightly. For example, the D no longer has temperature control. Among negative developments, problems in the rental transportation sector have been prominent. We have heard many complaints about the difficulty of getting a ride with Uber or Lyft due to a driver shortage. Car sharing companies say they are "trying to adapt to the current situation." Rental cars are also selling out despite the high prices. For now, it is best to book rental cars well in advance, or if you are not driving, plan to take a taxi or bus to your destination.

Starting Monday, capacity limits in Las Vegas have been increased from 35% to 50%. With Las Vegas still on "pause," the question is what the Super Bowl will look like this coming Sunday. UPDATE 1/27 - Noticeable impacts

Just a week after reopening at the MGM Grand, David Copperfield was laid to rest after a staff member tested positive. The band, led by Chris Phillips, will perform from the NYE swim, an event that will be broadcast in major western cities on stations owned by Nexstar (Channel 8 in Las Vegas). Zoe Bowie will be among the crowd of about 500 people, along with some of the city's top showcase artists.

At a press conference yesterday, the Governor of Nevada warned that new restrictions could be coming if Nevadans do not make an effort to "stay home as much as possible." The statement comes in light of the accelerating number of virus cases growing across the country, and while no specific businesses or activities were identified, bars, restaurants, and entertainment venues are potential targets for new restrictions in as little as two weeks if the numbers don't improve. As of now, no action has been taken to strip these areas of first use rights, but landlords have been notified to more diligently enforce masking and removal rules, and we are noticing that landlords are responding with increased oversight across the state.
Nowhere is the concern over the possibility of a return of sanctions more evident than in the downtown casinos. At Circa, two of us moved from the mega bar inside the casino to an outside bar. Two people we know were told they were scolded for standing outside and talking without masks. We had to get drinks in the Commons at the Fremont Street Experience to avoid control. This is not meant to blame the casinos - they're just trying to avoid trouble with regulators - nor am I going to criticize the mask ordinance.
Las Vegas has responded with the expected optimism following the news that a vaccine may soon be available, which many consider the most important development in restoring traveler confidence. Caesars Entertainment announced that the Rio will open by the end of the year. If it does, it will be the last of 56 Caesars properties nationwide to reopen after closures. The Hard Hat, which has been operating as a restaurant or bar since 1958, is said to be the oldest dive bar in Las Vegas, and it was crazy when we checked it out on Thursday night.

In what may be the start of a trend, Park MGM has reduced its hours of operation with Encore. Starting this week, the casino will close at noon on Mondays and reopen at noon on Thursdays. Some wonder if this has something to do with Park MGM's smoking ban, but we don't think so. MGM Resorts International cited low midweek occupancy and an absence of major meetings, conferences and events, which sounds reasonable and there is talk of more casinos following suit with weekend-only openings.
Even in part of the week, one of the options to save on the target shutdown instead of a complete shutdown. For example, Caesters Palace Forum Food Court is now surrounded by veneer boards, and eight out of nine fast food stores are closed. The pizza counter is open, but Starbucks has moved to the forum casino on the other side of the sports book. According to Caesers, this closed is for "maintenance", but no resumption date has been announced.
As a last tailwind to 2020, for the first time since it began 21 years ago, the American Fireworks show "American Party" will be held on New Year's Eve this year. The Rainbow Club in Henderson has reopened. Hoover Dam has resumed walking and driving, although the visitor center and tours inside the dam remain closed. There are also optimistic that some contracts scheduled for January will still be in place and that contracts will start to return in early 2021. Along with recreation, the return of major contracts is a major goal that is now closer to being achieved.
Update 10/14 Security Issues
Hotspots of violence remain in the lanes, forcing the casinos and Metro to take additional protective measures. On the casino side, Wynn Las Vegas was again the first to respond, putting in place new security measures. From Friday morning through Sunday night, anyone entering the Wynn or Encore must go through a metal detector, and bags will also be searched. Hotel room keys will also be scanned at the elevator entrance. All security guards are former police officers, and Las Vegas police officers are also on site. The Crisis and Tactical Response also includes a K-9 team, members of which we saw patrolling the grounds.
After Suits, it quickly became the Cosmopolitan, which now has an enhanced security policy on Friday and Saturday nights. I would like to see more casinos start to act. For example, at the D you must show ID upon entry. ID is increasingly being required at every turn. Metro is also aware of this issue, and is working to increase lane presence with both uniformed and plainclothes officers through a program called "Persistent Pressure Mode." This increased presence is palpable. In any case, I have heard that casinos are bringing back much of their security forces that may not have been restored immediately after the shutdown.

As you can see, the younger demographic at the bar exudes an intimidating presence (to say the least). This situation needs to be addressed, and it appears to be. Las Vegas is doing what it takes to protect its guests and spread the perception that it is safe to come here. We continue to believe there are no serious safety risks, especially with recent efforts, but we need to be vigilant.
In another big move this week, Wynn Resorts announced that Encore will begin closing Monday through Wednesday starting October 19th at noon. Until further notice, the entire resort will open at 2pm Thursday and close at noon Monday. By then, all guests should have checked out. All amenities at Encore, including restaurants, will remain open during the new hours. The four-night, five-day operation will continue until consumer demand increases. Encore's poker room will move to Wynn and will be open seven days a week. The poker room will be located near the sportsbook on the casino floor.
10/7 Entertainment Update Returns at Midnight
There are no major policy changes this week, with bars remaining open and gathering rules being relaxed. As for the latter, while there's been a lot of fuss about some smaller shows being re-opened, entertainment hasn't changed much yet. In fact, entertainment venues in town outside of the casinos are already hosting some shows. For example, the Mosaic Theatre at the south end of the Strip is showing the male revue Aussie Heat. This week, there was a surprise announcement that Wynn Las Vegas will be phasing out its buffet. Wynn said the decision was based on negative feedback from diners about the buffet experience. In other words, the "service" format of ordering from a menu and having it brought to your table was not well received by diners. While the buffets still have the high quality food they are known for, a big part of the buffet experience is being able to perfectly assemble your meal, including picking out exactly what you want from a variety of menus. Another drawback of the format was that you had to order without seeing the food first. Wynn has reworked the format and plans to reopen at an undetermined time. Now, only two buffets remain open in Las Vegas: the Cosmopolitan and the South Point. The reopening of the Bacchanal Buffet at Palace Caesars has also been postponed indefinitely.
The preparations for a larger history are now important connections to the state of the nation at large. Violence broke out across the city over Labor Day weekend, both in and out of casinos. Why? As we mentioned in our last update, many believe that restrictions in Las Vegas will be lifted at tomorrow's review. One reason for this is the importance of the Labor Day weekend to the casino and bar industry, but recent reports that infection rates in Nevada are declining also support this idea. We will post a report in the Las Vegas News as soon as a decision is made.
The next big debate after bars is the restrictions on live entertainment. This debate was stirred up this week when Governor Sisolak chose to dine at an entertainment restaurant. Governor Sisolak responded that "ambient music" is permitted and within the rules. You can be the judge.
Recent pandemic-related developments include the cancellation of the Veterans Day parade in November and the non-recurrence of the Bacchanal Buffet at Caesars Palace, which was expected in August but never materialized. Also, the re-run of the Ocean, which was scheduled for September 1st, has been rescheduled for September 15th. There are rumors that Park MGM will reopen on October 1st, but this is not official.

The Nevada Covid-19 Task Force has decided that bars in Las Vegas and Reno should be closed for at least another two weeks. This is the first time I've heard of this "task force" issuing directives, but this is the entity that made this decision. There was a lot of talk last week that restrictions would begin on Thursday, but now bar owners will have to wait for the next review.
A look at the calendar gives us a hint about this decision. Nevada's Covid numbers were not good, so delaying the lifting of the bar-click order may not have looked very good. A two-week delay from last Thursday means that bars could open by September 3rd. We're calling it a yes on September 3rd. Let's vote yes on September 3rd. In the meantime, bars have been moving machines to the floor, and they're likely to stay there, as they will need to be moved to the bar when they reopen.
The Mirage reopens on August 27th, while the Tropicana reopening has been pushed back from September 1st to September 17th, with no firm date. Oyo is still scheduled to open on September 1st. The Silver Nugget in North Las Vegas requested approval for an extension to its closure after opening for a few hours earlier this month. The casino, along with Texas Station and Fiesta Rancho, also in North Las Vegas, and Eldorado in Henderson, are calling for a halt to operations in 2021. It also announced that Virgin Las Vegas may delay its opening into 2021.
The gentleman club "The CHEETAH'S" announced that it will not resume its business, and has announced that Sundance helicopters will continue to operate charter flights, but will stop Las Vegas forever. Caesters Palace's Sears Soccer was closed for unpublished, and Framingo's El octopus Ferris closed.

Once again, the Las Vegas citizens are hiding in the breath of whether the governor will allow the bar to resume. We haven't tried it, but one waitress laughed, calling it "annoying." Another play is to bring your own. There are no rules preventing you from mixing drinks in your room and carrying them with you, or buying beer or wine from the gift shop or concession stand.
No new developments in the casino world. OYO's new reopening date is September 1, the same as the neighboring Tropicana, but OYO has already missed its previous two reopening dates, and the Trop's reopening date is not considered definitive. Inside the casino, many restaurants remain closed and there is no entertainment other than watching the game on the big screen at the sportsbook. It still feels strange. We tried to sum up the situation in one word.
Maybe it is, but it's not for everyone. We continue to hear from guests that they had a great time on their trip. We think gaming is the main attraction and it's certainly an area where this can be done in abundance with only casino machines not in operation. Casinos aside, many bars have moved their machines to the floor so it's not practical to list them anymore. The local crowds are returning, so those who want to play may be put on a waiting list.
Keep an eye out for opportunities for bargain hunters starting to emerge. As noted in the August Las Vegas Advisor, room rates are starting to drop. Recently, we found daily rates of $64 at Luxor, $61 at The STRAT, $58 at Orleans, $57 at Excalibur, $45 at Four Queens and El Cortez, and $41 at Wild Wild West. This week, Caesars announced a $10 special offer for rooms only at Flamingo and Harrah's. Reservations were only accepted for one day, but LVA readers who are on the email list (you can sign up in the sidebar on this page) were notified and were able to book.
Airfare is also a bargain. In July, Southwest ran a promotion for $49 one-way and Frontier for $21 round-trip. Meanwhile, not all bars are closed. Many remain open for food service, and some have installed floor machines (not for barbecue) and are open for play. So far, Crown & Anchor East and West, Casino Valley Verde, Mad Matty's, Winchell's (Ann Rd.), and Four Barrels have confirmed they are open. The floor exemption also allows machines in supermarkets, convenience stores, and other non-bars, as well as most Dotty's, Jackpot Joanie's, and the likes of others.

As we reported in our Update on July 8, there was discussion of the possibility of some bars recovering due to the increase in virus cases, but on Thursday the governor issued an order to "close bars as of 11:59 p. m." The July 9 order seemed sudden, leaving many confused as to why it was issued and what the details were. While a surge in COVID-19 cases was cited as the main reason for the closure, the governor's announcement also seemed to have a tone of wanting to strike back (or teach a lesson) at establishments that "didn't heed the warnings." Regardless, bars in Las Vegas, Reno, and several other parts of Nevada are in various states of closure, ranging from completely closed to mostly open.
It's complicated, but as we understand it, the order prohibits entry to restaurants and bar areas, including bars inside casinos. Bars that serve food will remain open at 50% capacity, with patrons eating inside and ordering drinks at their tables. This order effectively closes bars without kitchens. We haven't had time to actually check it out yet. But the wording of the order means that establishments that serve food will be allowed to open of their choosing. This includes establishments like Dottie's and Jackpot Joanie's. Unlike the first closure, the gambling machines have not been turned off, so places like Dottie's should be allowed to admit gamblers, since the machines are on the floor and not in the bar. Some bars are the same, such as Both Crown & Anchors, Mad Matty's, and Casino Valley Verde. We'll have to visit and check this out.
There is resentment among bar workers that the casinos are allowed to stay open. You can't play on the bar top machines, and you can't go in and buy drinks. You can't play bar-top machines or go in and buy drinks. There's no timeline for when this decision will go into effect.

UPDATE 6/10 - OPEN CASINO
The casino opened as scheduled on June 4th at 12:01am, bringing an end to a 78-day closure. Outside the casino, patrons lined up to wait for the doors to open. At the bar, players were put on the video poker machines, counting down to midnight. Of course, the machines had to be started one by one, and the players in the front seats had taken their action before they even got to the bar.
I considered stopping the blog at this point, but I think readers want to know what's going on and what the day-to-day situation is, so I'll continue for now. UPDATE 5/18 - Las Vegas Shutdown Day 62
