In Washington, Sportsbetting was legalized on March 25, 2020, and the first bet was held on September 9, 2021. Only specific tribal casinos can bet.
Mobile sports betting is only allowed in casino facilities, as in Mississippi. It seems that mobile gambling throughout the state will not be realized immediately.

The only legal mobile app, GambetDC, was removed from the lottery, and there were no legal competitors, and it provided a line that was worse than the market average. In West Virginia, mobile betting was initially inconvenient, but was completely operated by August 2019.
The state has mobile carriers such as Draftkings, Fanduel, BetMGM, and William Hill. Although it never competes with a large market, at least players have enough legal options to bet from anywhere in the state.

Alabama's HB151 and HB152 passed through the state council in mi d-February and moved to the Senate. However, the Senate did not bring the bill to the vote, and did not reach the vote. If it was passed, voters would have been added in November to determine the sports betting whereabouts.

2025-26 Launch Possible (4 total states)
- Alabama is one of the few states without a lottery, but there is an appetite from at least some lawmakers for all gambling: sports betting, casinos, and lotteries. The lottery is especially important, as neighboring Georgia has used lottery funds to improve higher education in the state.

2024 bill stalled
There was hope for legal sports betting in Georgia, but the bill died without debate on the last day of the legislative session. This is an unfortunate ending, and it is the same story as how legal sports betting disappeared in Georgia in 2022 and 2023.
In early 2024, the Georgia Senate passed SB 386 and sent it to the House of Representatives.
Sports betting bills have passed the Georgia Senate several times in recent years, but no bill has passed the House of Representatives. The Senate changed its mind on February 1 before the bill was passed, and now, because it contains a constitutional amendment, the bill needs at least two-thirds of the House of Representatives' approval to move forward.
Georgia
The bill originally proposed would have made sports betting a lottery game, meaning no constitutional amendment was needed to make it law.
The same hurdles remain for sports betting to become law in 2025, so it's probably still an outsider.

2024 Fiscal Fails (Updated May 21)
Minnesota came close to legalizing sports betting in 2022, and lawmakers tried again in 2023, but failed again.
In 2024, all the necessary stakeholders - tribes, races, and the state Legislature - came to an agreement at the last minute, but lawmakers couldn't get it done. The bill needed bipartisan support, which it didn't get from Republicans.

Minnesota
The HF2000 bill would have given 11 online and retail licenses to tribes in the state.
Currently, there are several troublesome hurdles, especially whether historical horse racing is included in the bill. Hotoman stated that HHR was not included in the bill and suggested that there was a certain progress in negotiations between state horse racing and its varieties. The Senate Republican had previously stated that if there was no signature of the state horse racing world, the bill would not be passed by the Senate.
The 2023 bill is abolished, the possibility of the 2024 law (May 15)
Missouri members have submitted two new bills in early January, and if they are not adjusted by the members, a voting bill may be added to the November 2024 voting. In Missouri, two new sports betting bills were submitted in 2023, and there was a desire to do something after passing the goal line in 2022.
The HB 2331 allowed tw o-digit sports betting license, three for each casino and one for each sports team in the state.
At one point, it was certain that Missouri would pass the Sportsbetting bill in 2022, and the members were publicly fighting with Kansas. The lower house succeeded in passing a bill to approve up to 39 sportsbooks, but the Senate was rejected, anticipated, and was not recovered, despite the catc h-ups.

Some states, such as Idaho and Utah, will not be legalized by sports betting. There are also complicated states, such as California and Oklahoma, where tribes dominate many plays in the state.
Transportation is bad
Alaska is hardly anywhere for sports gambling. Even if sports gambling is legalized, it may actually be the 49th state.

2026+ or Never (8 total states)
In the 2022 election, two different voting proposals were proposed in California to legalize sports betting, both of which were lost in a historical short. One was the support of Draftkings and Fanduel to legalize online betting, and the state tribes developed a fierce opposition. As a result, it was quite successful.
Alaska
In January 2024, supporters of the California Sportsbetting Initiative discontinued its initiatives. Legal sports betting must wait until 2026 at the earliest.
At the moment, there are two possibilities:
California
1) Another ballot initiative that sportsbooks may not want to try. DraftKings CEO Jason Robbins said in March 2023 that he doesn't see this as a way forward, since racing will trump operators no matter what. The relationship needs repair and may not be reliable for a few more years.
But that's not for next year or the year after. "If not, we're in a stalemate for at least another cycle or two."
2) Another avenue is a constitutional amendment, which was talked about in 2019 and 2020 but never got off the ground due to complicated legislation and disagreements between tribes and card rooms.
Last year, a group of tribes proposed online and in-person betting, but it didn't qualify for the ballot.
The consensus seems to be that tribes, who have enormous influence in the state, just need to wait for operators like Draftkings and Fanduel. They don't need sports betting and will wait for them to do it on their terms.
Small Moves
Hawaii is currently one of two states without a major gambling operator. So it's an uphill climb to get legal betting.
But there was little movement in January 2022, when John Mizuno introduced his bill.
"What we did was a New York copycat bill. We wanted to follow New York and put a higher tax on it," Mizuno told SportsHandle. We were like, "Hey, New York got it. That's what Account Slider wanted."
Hawaii
But lawmakers may choose to move the bill forward in upcoming legislative sessions.
No Moves
State law currently opposes gambling except for horse racing. The state also doesn't allow fantasy sports, and there is little political appetite for legal sports betting.

Oklahoma
A court ruling, which updated the previous agreement between the two organizations, led the tribes to be dominant in the negotiations with the government. Sportsbetting is a relatively small problem because most casinos account for only a small part of the income, and in the future negotiations requires a billion dollar gaming dollar.
The bill was submitted, but it was hardly promoted
Legal sports betting was considered in South Carolina, but the bill could not be passed.
In 2022, a bipartisan two members submitted a bill to recognize up to 12 online sportsbooks, but did not provide significant support. Similar initiatives also failed in 2019. In the latter half of 2022, the Democratic Party J. Todd Lazaford submitted a constitutional amendment to the legalization of Sportsbetting, a referendum.
Henry McMaster's Governor is opposed to Sportsbetting, so even if the parliament could pass the bill, he would face a new difficulty again.
South Carolina
The 2023 bill was abolished. The next hope is 2025
Although it seems that Texas will adopt sports betting, it will be a legalization target a few years later due to changes in demographics and investments from external gambling stakeholders. Since the Texas Congress is held every year, there is no prospect of legalization until 2025, and even if it is passed, live online betting will be possible after 2026.
Governor Rick Perry supports sports betting. The State Sopar and Deputy Governor Dan Patrick, whose bill was abolished in 2023, may not.

In May 2023, HJR102 almost lost hope. According to Dan Patrick's tweeting on Sunday, the Sportsbetting bill was passed by the Democratic Party and would not be deposited or deliberated.
Legalization took a big step forward last week. A sports betting bill passed the House, getting the 100 votes it needed. But it faces an uphill road in the Senate, where passage is still a long shot. Last year's Democrat-backed bill got little support in the Republican-controlled Senate.
Texas is a red state. But the House vote on sports betting passed with a Democratic majority.

Earlier this year, the Texas Tribune speculated that it was significant that Sen. Lois Colchorst (R-Brenham), an ally of Patrick's in opposition to sports betting, was involved in this new sports betting initiative. She is the biggest obstacle to legalization in the state.
Without a motion
Sports betting will never happen in Utah, the only state in the continental United States that does not have any significant gambling legalization.
